Emilie Burnette is a State Tax Practice Lead at Bloomberg Tax & Accounting, where she leads a team handling state tax administration and procedure, nexus, credits and incentives, property tax, and unclaimed property along with the Bloomberg Tax Surveys and nexus evaluator tools. Emilie holds a B.A. from the University of Texas – Austin and a J.D. from Boston College Law School. Prior to joining Bloomberg Tax, Emilie worked as a tax attorney for the Connecticut Department of Revenue Services.

Mark Nachbar, CPA, JD

Mark Nachbar is a Principal at Ryan with more than 35 years of experience delivering multistate tax services to corporate enterprises, focusing on minimizing corporate tax liabilities and limiting corporate tax exposures. In addition, Mark has spent a great deal of time delivering state credit and incentive opportunities for his clients. Mark has authored “Income Taxes: State Tax Credits and Incentives” for Tax Management’s Multistate Tax Service. His industry experience includes manufacturers, retailers, distribution companies, service providers, financial institutions, telecommunications providers, transportation companies, and media concerns. He is a frequent speaker on a variety of state and local tax topics. In addition, he is an advisory board member for Multistate Corporate Tax Guide, Journal of State Taxation, and Multistate Tax Advisory Board for Bloomberg Tax & Accounting State Tax Advisory Board. He also serves as the co-chair for the Institute for Professionals in Taxation (IPT) Income Tax I School. Mark lectures and writes articles for numerous organizations and publications. He earned a Bachelor of Science in Management degree from Tulane University in New Orleans, Louisiana and a Juris Doctorate degree from the University of Illinois – College of Law in Urbana, Illinois.

Christopher Potter

Christopher Potter is a Director at Ryan with more than 13 years of experience in state and local sales and use tax. He specializes in providing domestic transaction tax research and consulting services to clients across various industries, including healthcare, manufacturing, retail, and technology. Prior to joining Ryan, Chris held positions with a national accounting firm and a transaction tax software company. Chris had previously served as a Senior Tax Counsel for a national software company where he supported sales and use tax content and value-added tax (VAT) content for multiple tax calculation and compliance software programs used by domestic and international corporations. He also performed legal research for state sales and use tax issues, including nexus, situs, drop-shipment transactions, tax exempt entities, and taxability of goods and services. Chris received his Master of Laws in Taxation degree from the Boston University School of Law Graduate Tax Program, a Juris Doctor degree from New England School of Law, and a Bachelor of Arts degree in history from the College of the Holy Cross. He is a member of the Massachusetts State Bar and admitted to practice in the U.S. District Court for the District of Massachusetts.

Joseph Stachnik

Joe Stachnik is a Principal in the Credits and Incentives practice with Ryan. Serving in Ryan’s Chicago office, Joe has focused on tax credits/business incentives, income/franchise taxation, property taxes, and site selection in both the public and private sectors. For more than 20 years, Joe has negotiated more than $4 billion of incentives for companies in a variety of industries. Joe specializes in international, federal, state, and local business incentives; site selection; incentive negotiations; tax legislation; and public financing. He has assisted Fortune 500 companies, middle-market firms, and municipalities in the banking, manufacturing, mining, retail, information technology, healthcare, private equity, and insurance sectors. Joe also has extensive experience with statutory tax credit lookback studies, income/franchise state tax issues, economic modeling, and advising on the strategic business issues related to corporate restructurings and credits and incentives. An expert in his field, Joe has taught as a professor for leading Chicago-area universities, including Concordia-Chicago, Northwestern, and Loyola-Chicago. A valued educator, he has taught advanced courses on accounting; business law; and state, local, federal, and international tax. Joe lectures and writes articles for numerous organizations and publications. He is a member of the Illinois State Bar and U.S. District Court of Northern Illinois.

Kevin Thayer

Kevin Thayer is a State Tax Analyst with Bloomberg Tax & Accounting, where he creates and maintains content for Bloomberg Tax & Accounting’s state tax portfolios and navigators, covering credits and incentives at the state level, real property taxes, and tax administrative procedure. Kevin received his J.D. from New England Law, a LL.M in Taxation from Villanova University Charles Widger School of Law, and his B.A. from Pennsylvania State University.
